Human rights of conscripts (draftees) and armed forces personnel are subject to violations in many countries, especially in those where democracy, rule of law and human rights are at an insufficient level. Raids, arbitrary detention, beatings, hazing, improper social protection, worth serving conditions, lack of judicial and administrative remedies are those violations which most occur.

This HRM program aims to promote and protect the human rights of conscripts (draftees) and armed forces personnel in accordance with national and international human rights mechanisms.

Human rights violations in armed forces will be addressed by conducting research, analysing legal provisions and preparing amendments to legislation, developing training programs, raising awareness, and preparing complaints to the regional and international intergovernmental institutions.

The region of focus is Central Asia.

Die Menschenrechte von (eingezogenen) Wehrdienstpflichtigen und Militärpersonal werden in vielen Ländern verletzt, insbesondere dort wo Demokratie, Rechtsstaatlichkeit und der Grundrechtsschutz mangelhaft sind.

Häufig vorkommende Beispiele sind u.a. Razzien, willkürliche Inhaftierung, Schläge, Schikane, unwürdige Arbeitsbedingungen und mangelnder Zugang zu Rechtsbehelfen und Disziplinarverfahren.

Dieses HRM Programm ist dazu bestimmt, die Rechte von Wehrdienstpflichtigen und Militärpersonal in Übereinstimmung mit nationalen und internationalen Regelwerken zu schützen und zu fördern.

HRM wird Recherchen durchführen, die Rechtslage betroffener Staaten analysieren und Gesetzesreformen vorschlagen, Fortbildungsprogramme entwerfen und Beschwerden an regionale und internationale Institutionen richten.

Die Zielregion für dieses Programm ist Zentralasien.
