This report by Agnes Callamard, Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions at the U.N., focuses on the human rights obligations of armed non-State actors concerning the right to life, driven by actions against terrorism and migration as well as the prohibition or stigmatization of sexual and reproductive rights. Callamard argues that through obstructing and criminalizing vital services and acts of solidarity, States are in violation of normative pillars of international humanitarian law and human rights.
